Task 3.4 Mobilitv Problem Definition <br />The Cordoba team will collect appropriate data to be used in defining the transportation mobility <br />problem in this area of the City of Santa Ana and in evaluating the potential benefits of a major <br />transit corridor investment. <br />The purpose of this task will be to quantify the current mobility problem and to lay the foundation <br />for the evaluation of alternative transit solutions to be evaluated later in the study. The Cordoba <br />team will produce graphics, charts, growth forecasts and other visual media as critical <br />communication tools for making the case for capital improvements in this corridor. <br />Based on the review of existing studies and documents under the previous task, the Cordoba <br />team will collect the necessary data needed to conduct the AA Study analysis. This will cover all <br />existing reference and research materials related to the Corridor for the AA phase including, but <br />not limited to, the following: <br />• Demographic and land use data and plans <br />• Existing and future transit systems <br />• Roadway network and traffic volumes and levels of service <br />• Existing and future travel patterns <br />• Base maps <br />• Aerial photos <br />• Other relevant information <br />We will incorporate input from key study participants and from the public. <br />Deliverable(s) — Santa Ana Guideway Mobility Problem Definition Report <br />Task 3.5 Goals. Obiectives and Evaluation Criteria <br />Working with the City and key project participants and stakeholders, the Cordoba team will <br />develop Goals and Objectives for the project. Some of the project goals will derive from the <br />Mobility Problem Definition. Others will reflect over -arching goals of the City for mobility and <br />accessibility, and its vision of the interaction between its transportation systems, land use and <br />community and economic development. They should take into account the OCTA Board <br />Approved Criteria for the Go Local Program as well as the Federal Transit Administration's <br />(FTA) evaluation factors applied to New/Small Starts proposals. We will also develop <br />evaluation criteria which will allow us to assess the degree to which the various alternatives <br />under consideration satisfy the goals and objectives of the study. City staff is currently involved <br />with key members of the Cordoba team in developing the evaluation criteria and methodology <br />for the Central County Corridor MIS. We anticipate a similar iterative process as we work with <br />the City and key project participants and stakeholders to identify the evaluation criteria, and <br />develop the screening and evaluation methodology and define the specific performance <br />measures by which the evaluation criteria will be applied.
