Included in this proposal is a brief <br />summary of the proposed project as we understand it, a scope of work to support compliance with <br />the California Environmental Quality Act (CEQA) and California Code of Regulations (CCR), <br />anticipated. fees, a general schedule for completion of our services, and brief qualifications. <br />PROJECT UNDERSTANDING <br />PCR understands the project would include improvements at Roosevelt Elementary School. <br />The area of the improvements currently includes a grass field play area for the students and rivo <br />portable classroom buildings. The portable classroom buildings would be removed or re-located <br />within the school site to accommodate the proposed project. <br />First, the project is proposing the constt•uction of a 10,000 square foot community center <br />facility. Half of the facility (5,000 sq. ft.) would be used by the school district during school hours. <br />After school this portion of the building would be available for community programs between 4:00 <br />pm to 10:00 pm and on weekends 8:00 am to 10:00 pm. The other portion of the building (5,000 sq. <br />ft.) would be used during school hours and weekends. The facility would be managed by City staff <br />and available for programs provided by leisure class instructors, partnerships with non-profit <br />organizations and other sources. Also, the facility would be available to the public similar to the <br />hours identified for the play courts, play equipment and parking lot. <br />Second, the project would include new basketball/volleyball courts, playground, exterior <br />restrooms and an associated parking lot. This area would be managed similar to the existing public <br />park sites in the City that are open to the public seven (7) days per week between the hours of 8:00 <br />am to 10:00 pm.
