The Santa Ana Workforce Investment Board/Youth Council 2012 <br />Youth Business Network Project (YBNP) <br />1. PROPOSAL NARRATIVE <br />A. Executive Summary <br />The Youth Business Network Project (YBNP) is designed primarily by Napsac Sports Apparel <br />Urban Gear owned and operated by Eddie C. Napper a resident of the City of Santa Ana of 38 - <br />years and George Tuioti Mariner part owner of Diversified Management Services and a 20 -year <br />resident of the City of Santa Ana. This is the I" time an application has been submitted to WIA <br />although both are well experienced in program implementation. <br />The YBNP is a new project to WIA, it consists of both for profit and nonprofit business owners <br />also known as Business Network (BN) Providers, who have chosen to collaborate and create a <br />business network that will educate youth in retail, marketing, sales, graphic designing, sound <br />technician and motivational speaking. The program capacity is 15 and has the ability to increase <br />should funding be available and more business owners commit to participating in the project. <br />YBNP target are the `at -risk' youth who are in and out of school and are between the ages of <br />16yr to 21yrs old. Over 15% of recruits will be from these main areas 1- foster or emancipated <br />youth, 2- youth with disabilities and/or 3- probation youth. The program is a `work -base learning <br />experience' which is `hands on' training for eligible youth participants in anyone of the BN <br />providers. The prograin will also offer a `structured work experience' which workshops in a <br />classroom setting on a variety of topics i.e. Leadership, Entrepreneurship. It will also offer <br />motivational classes that will inspire and motivate youth. Each youth participant will work <br />directly with a case manager to identify goals and to design a case plan that will map out each <br />participants path way to success individually. <br />It is important that YBNP goals and objectives align with the goals of the WIA performance <br />goals. In order to do that YBNP has identified 4 out of the 10 elements that will be the core of <br />the program and its goals. <br />• Leadership development opportunities, which may include community service and peer <br />centered activities encouraging responsibility and other positive social behaviors during <br />non school hours <br />• As appropriate, paid and unpaid work experiences, including internships and job <br />shadowing <br />• Occupational skill training <br />• Follow-up services for a minimum of 12 months after the completion of participation <br />The total program cost to operate the program is $262.069.00; the total amount of WIA approved <br />is $120,000.00. Of the total WIA approval 85% goes directly to the youth participant leaving <br />15% to subsidize operational costs. <br />1 1 P " t' e Exhibit A <br />
