Addendum A- I <br />Probable Cause Declaration Interface <br />STATEMENT OF WORK <br />1. Background <br />Currently when a prisoner is processed for booking into a jail, a police officer must fill out a <br />Probable Cause Declaration (PC Dec) by hand and fax the completed form to the Superior Court <br />where the form is reviewed by a Judicial Hearing Officer (JHO). Based on the content of the <br />form, the JHO will determine whether or not there is sufficient probable cause that the arrestee <br />has committed a crime and should be kept in custody. This system has a number of problems: <br />First, because the form is filled out by hand and faxed, it is often partially or entirely illegible <br />when it reaches the JHO. Adding to this problem, when changes or additions are required, <br />part of the form's contents may be scratched out or additional information may be written in <br />the very limited space available on the paper form, thereby making the document even more <br />difficult to read. <br />Secondly, much of the information required for the PC Dec is also needed for other booking <br />documents, requiring a duplication of efforts on the part of public safety officers to complete <br />the various forms. <br />Third, the current paper -based system makes it difficult to share information as the arrestee is <br />transferred between agencies and facilities. <br />Fourth, notification of the outcome of the review has been inconsistent. Agencies are usually <br />not notified at all if a PC Dec is approved. If it is rejected, the submitting agency must be <br />notified that the detainment has been rejected and that they must either resubmit the PC Dec <br />with additional information or release the arrestee. As mentioned previously, resubmitting <br />the form with additional information written on it can make it difficult to read. <br />To address these issues, Integrated Law and Justice Agency for Orange County ( ILJAOC) has <br />contracted with a firm to create a secure portal by which agencies can submit their PC Dec's <br />electronically. There are two methods to submit a declaration. The first is to log onto the website <br />and fill out the form on the screen. The second is to send the data directly from an agency's JMS. <br />The Santa Ana Police Department was selected to be the pilot agency for the latter method. <br />2. Objectives <br />This Statement of Work (SOW) describes the data exchange solution to be developed by ATIMS <br />for the Santa Ana Police Department. The purpose for this enhancement to the ATIMS JMS is to <br />provide a mechanism to automatically pre - populate as many of the fields as possible of the PC <br />Dec; collect the remaining information from the arresting officer; and then submit the completed <br />data from the form electronically to the ILJAOC portal for processing. <br />3. Scope <br />ATIMS will develop the following capabilities for the Santa Ana Police Department's JMS <br />application: <br />
