The Metro East District Center, Transit Village <br />District Center, Downtown District Center, and Urban Neighborhood areas allow a range of intensity for mixture of residential and non-residential development based <br />on the zoning development standards. Residential effective capacity was calculated by adding the.14,860 units possible in the pistdet Center and Urban <br />Neighborhood with the wdsting 74,588 (Census 2000) housing units. <br />' Land use designation permits both residential and non-residential development.
