Agreement Number: <br />AGREEMENT FOR TRANSFER OR PURCHASE OF EQUIPMENT/SERVICES OR FOR <br />REIMBURSEMENT OF TRAINING COSTS <br />FOR FY2011 URBAN AREAS SECURITY INITIATIVE (UASI) <br />BETWEEN <br />THE CITY OF SANTA ANA <br />AND CITY OF COSTA MESA <br />THIS AGREEMENT is made and entered into this 14th day of December, 2011, by and <br />between the CITY OF SANTA ANA, a municipal corporation (the "CITY"), and CITY OF <br />COSTA MESA(the "SUB-RECIPIENT" or "Contractor"). <br />WITNESSETH <br />WHEREAS, CITY, acting through the Santa Ana Police Department in its <br />capacity as a Core City for the Anaheim/Santa Ana Urban Area under the FY11 Urban <br />Areas Security Initiative, has applied for, received and accepted a grant entitled "FY <br />2011 Urban Areas Security Initiative" from the federal Department Of Homeland <br />Security(DHS) Federal Emergency Management Agency (FEMA), through the State of <br />California Emergency Management Agency (CalEMA), to enhance countywide <br />emergency preparedness (the "grant'), as set forth in the grant guidelines and <br />assurances that are incorporated to this Agreement by reference and located at: <br />http://www.fema.gov/pdf/government/grant/2011 /fy11 _hsgp_kit. pdf <br />http://Www.calema.ca.gov/EMS-HS- <br />HazMat/Documents/HSGP/11/FY11 %20CA%20Supplement%20to%20the%20Fed <br />eral%20Program%20Guidance.pdf <br />Copies of the grant guidelines shall be retained in the Anaheim/Santa Ana <br />Grant Office. <br />WHEREAS, this financial assistance is administered by the CITY OF SANTA <br />ANA ("CITY") and is overseen by the California Emergency Management Agency <br />("Cal-EMA"); and <br />WHEREAS, this financial assistance is being provided to address the unique <br />equipment, training, planning, and exercise needs of large urban areas, and to assist <br />them in building an enhanced and sustainable capacity to prevent, respond to, and <br />recover from threats or acts of terrorism; and <br />WHEREAS, the Anaheim/Santa Ana Urban Area ("ASAUK) consists of 34 cities <br />in Orange County, including the City of Santa Ana and the City of Anaheim, the County <br />of Orange, including the unincorporated area of the County of Orange, Santa Ana <br />Unified School District Police, California State University, Fullerton, University of <br />California, Irvine, Municipal Water District of Orange County, and the Orange County
