Tosk 1.1 -Existing Process Review -First Quarter of Program <br />The Working Group process will begin with Existing Policy Review meetings in each of the five action <br />areas (Permitting, Interconnection, NEM/Interconnection, Zoning, and Financing). This process will run <br />through the first quarter and include a top-down review of existing policies and procedures. The <br />primary deliverable is a regional policy overview document cataloging the current conditions at the 11 <br />jurisdictions and 5 utilities. The document will focus on areas of high inter-jurisdictional variability as <br />well as policies associated with quick turnaround times and lower costs. <br />Deliverable/Outcome: Participation in eight working group meetings and one executive team meeting; <br />Assistance in providing information to CCSE for integration into Regional Policy Overview document; <br />other unforeseen deliverables as deemed appropriate by either DOE or CCSE. <br />Task 1.2 - Regiono/ Col/oboration -Second and Third Quorter of Progrom <br />The Regional Collaboration Phase will consist of 11 Working Group meetings and two executive <br />committee meetings taking place over a 6 month period. This phase builds on the Existing Policy Review <br />and involves deep dives into the underlying processes that lead to high performance by jurisdictions and <br />utilities. This process will culminate in the development of a series of case-studies outlining the <br />processes associated with high performance. <br />Deliverable/Outcome: Participation in eleven working group meetings and two executive committee <br />meetings; Assistance in providing CCSE information to be integrated into Best Practices/Case Studies <br />Report; other unforeseen deliverables as deemed appropriate by either DOE or CCSE. <br />Tosk 1.3 -Mode/ Rule Deve/opment -Forth Quorter of Program <br />This phase of the project will focus on developing standards and processes that further the Challenge <br />goals, while respecting the unique political and structural realities of team members. <br />13
