ROH - 09/10/12 <br />RESOLUTION NO. 2012-045 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING GENERAL PLAN AMENDMENT <br />NO. 2012-01 FOR THE PROPOSED PARK SITE LOCATED <br />AT 300 EAST MCFADDEN AVENUE <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. Applicant is requesting General Plan Amendment No. 2012-01 to amend the <br />General Plan to change the land use designation from Low Density <br />Residential (LR 7), and the zoning district from Single Family Residence <br />(R1), to Open Space Land (O) to create a new 1.4 acre public park site <br />located at 300 East McFadden Avenue. <br />B. On September 10, 2012, the Planning Commission held a duly noticed <br />public hearing and voted to recommend that the City Council adopt a <br />resolution approving General Plan Amendment No. 2012-01. <br />C. On October 1, 2012, the City Council of the City of Santa Ana held a duly <br />noticed public hearing and at that time considered all testimony, written <br />and oral, related to General Plan Amendment No. 2012-01. <br />D. The existing General Plan land use designation for the project area is Low <br />Density Residential (LR 7), allowing a maximum density of seven residential <br />dwelling units per acre. Generally, single family residential homes are <br />encouraged to be oriented with access off residential streets, rather than <br />along a major arterial street like McFadden Avenue with high volumes of <br />vehicle travel. With the realignment of McFadden Avenue completed, an <br />opportunity was created to transition the use of the remnant parcels from <br />residential to the development of permanent open space to serve the <br />community. <br />E. The creation of additional public open space or park land implements the <br />City's General Plan Parks, Recreation and Open Space Element goal to <br />"provide sufficient open space to meet the recreational and aesthetic <br />needs of the community." The Land Use Element establishes the City <br />goal to "promote a balance of land uses to address basic community <br />needs", and Policy 1.7 to "support open space in underserved area" like <br />Resolution No. 2012-045 <br />Page 1 of 9
