Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the attached First Amendment to <br />agreement with CivilSource, Inc. for an amount not to exceed $52,000 for civil engineering <br />consultant services, and to extend the term of the agreement to June 30, 2013, with a total <br />aggregate amount not to exceed $77,000 subject to nonsubstantive changes approved by the <br />City Manager and City Attorney. <br />DISCUSSION <br />In 2011, the City experienced the retirement of many key personnel. In the Engineering Division of <br />the Public Works Agency, this was evidenced by the departure of the City Engineer, Deputy City <br />Engineer, and Principal Civil Engineer, among many others. To ensure continuity of key projects <br />and programs and a successful transition of the newly selected City Engineer, staff recommends <br />extending the agreement with CivilSource to provide continued and highly specialized expert <br />services and institutional project knowledge for timely project delivery of complex projects the City <br />is currently undertaking. The consultant will report directly to the Executive Director of Public <br />Works and will also provide consultation on such projects as the restructuring of the Engineering <br />Division's organization structure, accounting methodology and budget strategy, and assisting City <br />staff in the implementation of NPDES and Clean Water Programs. <br />The fee proposed will be for an hourly rate of $125 and it is anticipated that hours billed will <br />average between eight and 16 hours a week. However, work hours billed will vary based on the <br />needs of the Public Works Agency. The City or CivilSource may terminate the agreement with a <br />30-day notice. <br />25B-1
