RFP-Parking Structures Operator <br />November 19, 2012 <br />Page 2 <br />Staff recommends issuing a Request for Proposal to seek parking management companies <br />experienced in operating municipal parking structures. The attached Request for Proposals <br />(Exhibit 1) includes the proposed requirements of daily operations management of parking <br />structures, including, but not limited to: invoicing and collection of monthly fees, issuing validation <br />stamps, collecting parking fees, activation of monthly access cards, preparation of monthly <br />utilization reports, ongoing maintenance and equipment servicing, and providing adequate levels <br />of security. In addition to operating the day to day activities of the parking structures, the city is <br />seeking experienced parking management firms that will recommend and implement improvement <br />projects for the structures. <br />Due to the time delay in obtaining approval to release the RFP, staff is also requesting a three- <br />month amendment to the existing agreement (Exhibit 2) with Parking Concepts Inc. for continued <br />operations past their December 31, 2012 agreement, and will allow staff to complete the RFP <br />process. The selected consultant is expected to commence operations on April 1, 2013. The <br />extension also provide a smoother transition, if need be, from the current operator to the selected <br />operator. <br />FISCAL IMPACT <br />There is no fiscal impact for the release of the RFP.
