Set Public Hearing For <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the attached agreement with <br />Mercy House Living Centers in the amount of $90,000, subject to non-substantive changes <br />approved by the City Manager and City Attorney for the development of permanent housing for <br />persons with HIV/AIDS. <br />DISCUSSION <br />Since 1993, the City of Santa Ana has received funds through the U.S. Department of Housing <br />and Urban Development (HUD) for the Housing Opportunities for Persons with AIDS (HOPWA) <br />Program. Although Santa Ana receives the funds, they are to be utilized throughout the County <br />of Orange. The HOPWA Program is designed to provide resources and incentives for long-term <br />comprehensive strategies to meet the housing needs of persons with HIV/AIDS. <br />A major goal of the comprehensive strategy is to promote housing stability, prevent <br />homelessness, and increase access to care and support for persons living with HIV/AIDS. Mercy <br />House Living Centers has requested HOPWA funds for the Louis Martin Residence located at <br />9511 S. Mill End Road in the unincorporated area of Anaheim. Mercy House Living Centers has <br />acquired the property with Neighborhood Stabilization Program funds administered by the County <br />of Orange and will be receiving operating and supportive service subsidies from the Supportive <br />Housing Program (SHP) funding that is awarded by the County of Orange. <br />Staff has reviewed the request and pro forma for the project. Based on Mercy House Living <br />Centers' expertise and capacity to develop and manage a permanent housing environment, staff <br />is recommending that they be allocated $90,000 for the rehabilitation of a single family dwelling, <br />in which two bedrooms will serve the target population and remain affordable for the minimum of <br />ten years. <br />25H-1
