Per the BICEP Joint Powers <br />Agreement, the City Council of each member city is to appoint a director and an alternate director to <br />the BICEP Board. The director is usually the City's Risk Manager. Ed Raya, Personnel Director /Risk <br />Manager, serves as the City's Director and the alternative director position is currently vacant. Staff <br />recommends that Risk Management Coordinator, Briza Morales, fill the vacancy and serve as the <br />City's Alternate Director.
