VIETNAM 37 <br />years in prison. The production, distribution, dissemination, or selling of child <br />pornography is illegal and carries a sentence of three to 10 years' imprisonment. <br />According to preliminary findings released in July of a 2010 survey conducted by <br />UNICEF and the Ministry of Labor, Invalids, and Social Affairs (MOLISA), child <br />prostitution, child trafficking for sexual purposes, child sex tourism, and child <br />pornography occurred in Vietnam. The report showed that children as young as <br />age 12 worked as prostitutes, with the most commonly observed age being 14 -15. <br />Some minors entered into prostitution for economic reasons. <br />Displaced Children: Independent NGOs estimated that 23,000- 25,000 children <br />lived on the streets and were sometimes abused or harassed by police. <br />Institutionalized Children: There were no shelters designed specifically for child <br />victims of trafficking or abuse. Instead, authorities placed them in facilities with <br />survivors of domestic violence or adult trafficking. The government allocated <br />VND 1.25 trillion (approximately $59.5 million) for the draft National Program of <br />Action for Children for 2011 -20. The new program's focus is assistance for <br />disadvantaged children with priority for the 12 poorest provinces. The government <br />also promulgated the National Program on Child Protection 2011 -15, which was <br />approved in February. <br />International Child Abductions: The country is not a party to the 1980 Hague <br />Convention on the Civil Aspects of International Child Abduction. <br />Anti- Semitism <br />There were small expatriate Jewish communities in Hanoi and Ho Chi Minh City, <br />and there were no reports of anti - Semitic acts. <br />Trafficking in Persons <br />See the Department of State's Trafficking in Persons Report at <br />www . s tate . � ov /� /tip . <br />Persons with Disabilities <br />The constitution provides for the protection of persons with physical disabilities. <br />The law prohibits discrimination against or maltreatment of persons with <br />disabilities; encourages their employment; and requires equality for them in <br />
