sixteen months now his family has <br />not been allowed to see him. <br />- On 26 January 2011, Mr. Vi Due Hoi <br />was sentenced to 8 years in prison for <br />posting on the Internet articles <br />advocating multiparty democracy. <br />Mr Hoi is a former CPV member and <br />a recipient of a Human Rights Watch <br />2009 Hellman /Hammett prize. <br />- In November 2010, Lawyer Cu Huy <br />Ha Vu was arrested "in emergency," <br />initially for allegedly soliciting a <br />prostitute, but then prosecuted under <br />Article 88 of the Criminal Law for <br />"propaganda against the Socialist <br />Republic of Vietnam" by writing <br />critical documents containing <br />"propagandistic rhetoric of a <br />psychological warfare nature, <br />demanding the overthrow of the <br />regime and the realization of <br />pluralism and a multiparty system." <br />The oppression of dissidents, especially <br />those who associate with political <br />organizations labeled as "reactionary" by the <br />communists, continued throughout 2011, <br />typically with the following cases being well <br />known to the public: <br />- On 02 February 2011, Mr. Vu Quang <br />Thuan, a leader of Vietnam <br />Progressive Democratic Movement <br />(Phong Trao Chan Hung Nudc Viet), <br />was arrested at Tan Son Nhat Airport <br />and then prosecuted for "fleeing <br />abroad or defecting to stay overseas <br />with a view to opposing the people's <br />administration" pursuant to Article <br />91 of the Criminal Code. <br />- On 25 February 2011, Dr. Nguyen <br />Dan Que, chairman of the High Tide <br />Humanist Movement Cao Trao Nhdn <br />Ban), was arrested at his residence <br />for his "Call on the whole population <br />to take to the streets and put an end to <br />Vietnam Human Rights Network * Annual Report 2011 <br />dictatorship" that he had launched the <br />day before. <br />- On 10 August 2011, Mr. Pham Minh <br />Hoang, a member of Vietnam <br />Reform Party (Dang Viet Tdn) was <br />sentenced to 3 years in prison and 3 <br />years under house arrest for his <br />alleged "activities aiming at <br />overthrowing the people <br />government" pursuant to Article 79 <br />of the Criminal Code. Earlier, on 30 <br />May 2011, three other Viet Tan Party <br />members, Pastor Duong Kim Hai, <br />Mrs. Tran Thi Thuy, and Mr. Nguyen <br />Thanh Tam, were also sentenced <br />from 5 to 8 years in prison for the <br />same charge in Ben Tre Province. <br />- On 21 September 2011, Mrs. Pham <br />Thi Phuong, a member of the <br />Vietnam Populist Party (Dang Vi <br />Ddn), was sentenced to 11 years in <br />prison by the people's court of Dong <br />Nai Province for allegedly "carrying <br />out activities aimed at overthrowing <br />the people's administration; <br />organizing and /or coercing other <br />persons to flee abroad or to stay <br />abroad illegally." Earlier, in 2010, <br />other Vietnam Populist Party <br />members, including Messrs. Truong <br />Van Kim, Phung Quang Quyen, and <br />Duong Au, and Mrs. Truong Thi <br />Tam, were also sentenced 3 to 5 <br />years in prison for "fleeing abroad <br />with a view to opposing the people's <br />administration." <br />As for the Bloc 8406, six of its members <br />were arrested in 2011, including pastors <br />Nguyen Cong Chinh and Nguyen Trung <br />Ton, Messrs. Nguyen Ba Dang, Le Thanh <br />Tung, and Nguyen Kim Nhan, and Ms. Ho <br />Thi Bich Khuong. Pastor Nguyen Trung <br />Ton and Ms. Ho Thi Bich Khuong were tried <br />in court but the others are still in detention <br />without a trial date. Up to the present, 50 of <br />10 <br />
