A new kind of brutality has been applied in <br />recent years under the pretext that "the <br />people take things in their hands," a <br />substitute for police action. On the <br />afternoon of 03 November 2011, a group of <br />hooligans broke into the Thai Ha church to <br />destroy its inside, cause disorder, and harass <br />its members. The state media explained that <br />the incident was a reaction of angry people. <br />Even the forced land confiscation and <br />leveling of the house of Mr. Doan Van Vuon <br />early in 2012 were explained away by the <br />deputy chairman of the Hai Phong people's <br />committee as a mass reaction by people who <br />are upset. In reality, the term "people's self - <br />initiated action" is merely a disguise for <br />government- sponsored terrorism, organized <br />by the authorities themselves to spread fear <br />as well as to avoid responsibilities. <br />This trend toward anti - people brutality has <br />not only become second nature to the police, <br />it is also a clear sign that the ruling <br />communist party intended this brutality as a <br />state policy to spread fear in people. The <br />Vietnamese public security forces' slogan, <br />"either the party and me or nothing," <br />confirms that the police is a suppressing tool <br />for the regime in maintaining the monopoly <br />of power for the communists. So it's no <br />surprise that among the 14 members of the <br />CPV Politburo elected at the 11th Congress <br />there are three persons with Public Security <br />background, including Prime Minister <br />Nguyen Tan Dung; and among the 175 <br />members of the CPV Central Committee <br />there are nine holding important positions in <br />the police service. Police apparatus has <br />recently inflated in membership with 6 <br />deputy ministers holding the rank of <br />lieutenant general. Despite their being held <br />in contempt by the people, the police have <br />always been praised by the state, as proven <br />by Premier Nguyen Tan Dung's awarding of <br />medals to them on 03 April 2011, with a <br />commendation that "the party and state <br />always highly value the great <br />Vietnam Human Rights Network * Annual Report 2011 <br />accomplishments, devotion, and sacrifice of <br />the police forces in the building and defense <br />of the fatherland.
