RECOMMENDATIONS <br />In light of the evidence of egregious and <br />systematic violations of human rights which <br />have occurred for many years and still <br />continue in Vietnam, The Vietnam Human <br />Rights Network eagerly presents the <br />following recommendations for: <br />The Government of Vietnam: <br />- To seriously honor its international <br />pledges on human rights as listed in <br />the Universal Declaration of Human <br />Rights and other international <br />covenants on human rights, of which <br />it is a state member or signatory. <br />- To remove Article 4 of its <br />Constitution that allows the CPV to <br />monopolize the national leadership <br />with dishonest laws and rules in <br />disregard of the people's basic rights <br />to develop their personal and social <br />life. <br />- To immediately and unconditionally <br />release all prisoners of conscience <br />and detained "victims of land <br />injustice." <br />- To cease legal sanctions and <br />persecution against journalists and <br />citizens peacefully expressing their <br />opinions through the printed media, <br />radio and Internet. <br />- To immediately put an end to the <br />criminalization of Vietnamese <br />people's legitimate political <br />activities; to comply with the <br />internationally recognized standards <br />of criminal justice; to halt without <br />delay the persecution of lawyers; and <br />to improve the current prison <br />regimes. <br />Vietnam Human Rights Network * Annual Report 2011 <br />- To end immediately the use of public <br />security force as a tool for dominance <br />and oppression by the CPV. <br />- To respect the freedom of religion by <br />repealing all legislation that are <br />intended to restrict the people's <br />religious practices; not to interfere <br />with the internal activities of all <br />religions, and to stop the persecution <br />of clergy and faithful. <br />- To amend the Labor Code by <br />guaranteeing the right to peaceful <br />assembly and association and allow <br />the establishment of independent <br />trade unions. <br />- To restore the people's private <br />property rights of land; to put an <br />immediate end to forced evictions <br />carried out in contradiction with <br />international human rights law; and <br />to return government- confiscated real <br />properties to their legitimate owners. <br />- To implement specific measures to <br />end human trafficking under the <br />disguised forms of "brides" to <br />foreigners and export workers. <br />Democracy -and- Freedom - Loving <br />Governments: <br />- To strongly raise concrete violations <br />of human rights in their human rights <br />dialogues with Hanoi, forcefully <br />bring up specific cases of human <br />rights violations, and demand <br />concrete resolutions before <br />proceeding to other general matters. <br />- To consider Vietnam's achievements <br />in the realm of human rights as a <br />prerequisite condition for aid as well <br />as economic investment projects. <br />Especially for the U.S. Government: <br />32 <br />
