Conditional Use Permit Nv. 2012-14 <br />July 25, 2012 <br />Page 3 <br />Although this establishment does not meet the City's overconcentration standards, the State has <br />deemed it to be over concentrated based on census tract data, which determines the number of off- <br />premise alcohol outlets that are permitted within each census tract. This area is allowed three off- <br />sale locations and three active licenses currently exist. Therefore, should this <br />application be approved, a letter of Public Convenience and Necessity (PCN) will be required to <br />address the State overconcentration issues. <br />Target Corporation operates over '1,700 stores nationwide, including three locations in Santa Ana. <br />Liquor sales are increasingly part of the typical Target business model, especially for those with <br />grocery markets, and many locations hold active ABC licenses. All current Target stores in Santa Ana <br />hold active liquor licenses except the location at 3300 South Bristol Street, which this application <br />addresses. <br />Conditional use permit requests are governed by Section 41-838 of the SAMC. Conditional use <br />permits may be granted when it can be shown that the following can be established: <br />• That the proposed use will provide a service or facility which will contribute to the general well <br />being of the neighborhood or community. <br />• That the proposed use will not, under the circumstances of the particular case, be detrimental to <br />the health, safety, or general welfare of persons residing or working in the vicinity. <br />• That the proposed use adversely will not affect the present economic stability or future economic <br />development of properties surrounding the area. <br />• That the proposed use will comply with the regulations and conditions specified in Chapter 41 for <br />such use. <br />• That the proposed use will not adversely affect the General Plan of the city or any specific plan <br />applicable to the area of the proposed use. <br />
