REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 3, 2012 <br />TITLE: <br />AGREEMENT WITH PHOENIX <br />GROUP INFORMATION SYSTEMS <br />TO PROVIDE AUTOMATED <br />PARKING CITATION <br />PROCESSING SYSTEM <br />vog u FA <br />■►� <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 15t Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a 5th amendment, one year <br />extension, to the Consultant Agreement with Phoenix Group Information Systems, for an <br />automated parking citation processing system in an amount not to exceed $250,000, subject to <br />non - substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />Since 2004, Phoenix Group Information Systems has provided a satisfactory automated parking <br />citation processing system for the Police Department. The Police Department exclusively utilizes <br />a "hard copy" system for issuing and processing parking citations and Phoenix Group Information <br />Systems streamlines and expedites the issuance and processing of "hard copy" parking citations. <br />In 2008, the Police Department sent out a Request for Proposal for an automated parking citation <br />processing system. Two vendors responded to the RFP, Phoenix Group Information Systems <br />and Turbo Data Systems Inc., and it was determined that Phoenix Group Information Systems <br />performed satisfactorily and the charges for their services were 20% less per citation compared <br />to Turbo Data Systems Inc. <br />FINANCIAL IMPACT <br />Funds in the amount of $250,000 are available in the Police Department Traffic Division Fund <br />(account no. 01114405 62300), Public Works Roadway Cleaning Fund (account no. 06817641 <br />62300), and CDA Parking Meter Fund (account no. 02718860 62300). <br />25A -1 <br />
