to 1%. Effective Fiscal Year 2011-2012, the City's annual contribution to the <br />Medical Retirement Subsidy Plan for CASA employees shall revert back to <br />1.75%. <br />1. If during the term of this Agreement, the City modifies the <br />contribution amount for any other bargaining unit's medical <br />retirement subsidy plan, the City and CASA agree to reopen this <br />provision of the Agreement and commence discussions <br />regarding the contribution amount. <br />B. The plan shall be administered by the City, at no cost to CASA or its members <br />pursuant to the written directives of CASA. The funds contributed by the City <br />shall be maintained in such a manner as to ensure that the funds are <br />invested in a reasonably secure plan that bears a reasonable rate of <br />interest/growth given current financial markets. For purposes of this <br />Agreement, investments made pursuant to the then current Statement of <br />Investment Policy for the City of Santa Ana, shall be deemed to meet the <br />requirements of this section. This program is for medical insurance premium <br />reduction only. <br />C. Effective November 28, 2011, the City adopted a resolution, authorizing <br />implementation of the "Vantage Care" Retirement Health Savings Plan (RHS), <br />which designated ICMA-RC as the administrator of the plan. <br />1. The City agrees to amend the current contract with ICMA-RC to allow <br />CASA members to participate in the Retiree Health Savings Plan upon <br />approval of the majority of CASA members. <br />2. Upon approval to participate in the RHS, the City's annual contribution <br />of 1.75% for Fiscal Year 2012-2013 deposited in the Medical Retirement <br />Subsidy Plan shall be deposited in the individual RHS accounts of the <br />CASA members. This deposit will be made as soon as practicable <br />following establishment of individual RHS accounts for CASA members. <br />3. Upon approval to participate in the RHS, CASA shall determine how the <br />existing CASA medical Retirement Subsidy Plan funds will be <br />distributed among its membership and dissolve the existing CASA <br />Retiree Health Subsidy plan by June 30, 2014. <br />4. In the event CASA members do not approve implementation of the <br />ICMA-RC Retirement Health Savings Plan, the existing CASA Medical <br />Retirement Subsidy Plan will continue pursuant to Article XII, Section <br />12.8.A and 12.8.6 as stated in the CASA MOU. <br />CONFIDENTIAL ASSOCIATION OF SANTA ANA (CASA) 2 OU: 2010- 2¢ 14 Page 49
