He has over 21 <br />years of experience working in the planning, engineering, and urban design fields. In that <br />EXPERIENCE <br />period, he has worked on numerous major investment studies, complex transportation and <br />2005 -to date <br />land use projects, engineering design of local and regional transit systems, transit oriented <br />IBI Group, Irvine, Director <br />development projects and technical work related to environmental clearance studies. His <br />background includes extensive experience with traffic engineering, civil engineering, <br />1998 -2005 <br />regional, transit and land use planning and design. As a Director of IBI Group, David is one <br />IBI Group, Irvine, Associate Director <br />of the managers that oversees the firm's transportation practice in the Southwest United <br />States and is often the partner -in- charge (PIC) of detailed design, quality control, <br />1994-1998 <br />management and technical oversight. <br />Meyer, Mohaddes Associates, Los <br />Angeles, Senior Engineer/ Planner <br />Representative Experience <br />1989.1994 <br />City of Santa Ana Circulation Element Update — IBI Group is assisting the City of Santa <br />DKS Associates, Los Angeles, Senior <br />Ana in the update of their General Plan Circulation Element. It involves a complete <br />Engineer/ Planner <br />evaluation of the Master Plan of Streets and Highways, development of a Bicycle and <br />Pedestrian Master Plan, and incorporation of planned rail and transit improvements into the <br />1986-1989 <br />Circulation Element. It also includes an extensive public outreach program to educate and <br />Barton Associates, <br />engage residents and local stakeholders in developing a Complete Street vision for Santa <br />Pasadena, <br />a, Assistant Engineer) Planner <br />Ana. A core component of the study is to <br />Certified Planner, American Institute of <br />develop a more efficient and sustainable station that better integrates and interfaces with <br />Certified Planners, #016827 <br />the surrounding area, which is undergoing significant redevelopment. <br />MEMBERSHIPS <br />Metro Gold Line Foothill Extension Bus Interface and Parking Garages — As part of the <br />effort to extend the Metro Gold Line from Pasadena to Montclair, IBI Group is assisting in <br />Urban Land Institute <br />an effort to develop detailed station interface plans for the 12 stations along the 16 mile <br />Institute of Transportation Engineers <br />extension. The effort includes developing concepts for each of the stations which include <br />transit restructuring to better serve and interface with the new stations, investigating urban <br />American Society of Civil Engineers <br />design and connectivity opportunities and identifying important station attributes to provide <br />a more pleasant and friendly environment for patrons. David is the Partner -in- Charge of IBI <br />American Planning Association <br />Group's effort on this project and is helping with the transit restructuring plan to increase the <br />efficiency of the local, express and municipal transit lines that connect with the new <br />Chi Epsilon, Civil Engineering Honor <br />stations. <br />Society <br />TRAFFIC IMPACT /PARKING STUDIES <br />Mr. Chow has conducted numerous parking and traffic impact studies throughout the <br />southwest United States and is thoroughly familiar with the methodologies, principles and <br />practices behind the analysis.
