As AE' <br />Paleontology Program Manager, she <br />is responsible for the oversight of all <br />paleontological work and oversees <br />and directs AE's paleontological field <br />and laboratory technicians. As a <br />Senior Paleontologist, she routinely <br />directs paleontological field surveys <br />and assessments, mitigation <br />monitoring of construction activities, <br />fossil salvage and collection, <br />laboratory preparation and analysis of <br />micro- and macrofossils, museum <br />curation, and authors technical <br />reports. Since 2003, Ms. DeBusk has <br />successfully conducted more than 200 <br />paleontological investigations <br />throughout California, Nevada, and <br />the western U.S. Ms. DeBusk is an <br />Orange County Certified <br />Paleontologist. <br />RBF CONSULTING <br />Eddie Torres, INCE <br />Noise/Acoustics, Air Quality/GHG <br />Emissions/Climate Change, and <br />Visual Impact Analysis (40%) <br />Mr. Torres oversees and prepares <br />Environmental and Planning studies <br />for public and private sectors clients, <br />under CEQA and NEPA, vlr. Torres <br />draws on his broad background and <br />understanding of environmental <br />constraints to provide technical and <br />CEQA compliance review and <br />environmental documentation, in <br />addition to research, analysis, and <br />writing, Mr. Torres has managed a <br />wide range of environmental planning <br />projects, including environmental <br />documents for major infrastructure <br />and land development projects, an, <br />quality and noise studies, highly <br />controversial hillside development <br />projects, state-of-the-art visual <br />analyses, facility siting and due <br />diligence studies, and coastal <br />development projects. <br />Mr. Torres also serves as the Director <br />of Technical Studies, with a specialty <br />in Acoustics, Air Quality, Climate <br />Change, and Visual Impact <br />Assessments. Mr. Torres leads RBF's <br />efforts to be at the forefront of Global <br />Climate Change studies. Mr. Tones <br />has prepared numerous analyses that <br />are consistent with climate change <br />legislation such as Assembly Bill 32, <br />Senate Bill 97, Executive Order S-3- <br />05, and Senate Bill 375. In addition to <br />analyzing climate change impacts, <br />Mr. Torres has led the development of <br />numerous greenhouse gas inventory <br />models which calculate greenhouse <br />gas emissions from such sources as <br />vehicular traffic, stationary sources, <br />electricity consumption, water <br />consumption, wastewater treatment, <br />and construction processes. <br />Cathy Johnson, RLA <br />Visual Impact Analysis (40%) <br />Ms. Johnson is a member of RBF's <br />landscape architecture design group. <br />Her experience includes the <br />management and design of over 40 <br />public works and transportation <br />projects on California's Highway <br />System. Prior to joining RBF, Ms. <br />Johnson was employed by Caltrans in <br />District 7, Los Angeles, and Ventura <br />Counties. She is credited with <br />projects having a cumulative <br />construction value of over $200 <br />million. In addition, Ms. Johnson <br />employs her skills and vision in the <br />investigation and assessment of visual <br />impacts of proposed transportation. <br />projects, design and implementation <br />of sustainable erosion control <br />measures, and development of <br />restorative vegetation plans for native <br />habitat areas, wetlands, trails, and <br />recreational facilities. <br />Tim Haile, P.E. <br />Preliminary Engineering (40%) <br />Mr. Haile has 14 years of experience <br />on public works and transportation <br />projects, of which over six years were <br />with Caltrans. He is an expert in <br />Caltrans design policies, procedures, <br />and standards for transportation <br />projects. Mr. Haile has developed <br />geometrics and managed civil <br />engineering support, such as drainage, <br />structures, and water quality for over <br />40 miles of freeway improvements <br />and interchange improvements for the <br />PSR and PANED phases. Mr. Haile is <br />recognized for his leadership and <br />ability to coordinate and develop <br />solutions collaboratively with <br />multiple stakeholders to complex <br />project challenges. Over the past year, <br />Mr. Haile has been actively involved <br />nationally with the Transportation <br />Research Board and a member of the <br />TIOV, HOT, and Managed Lanes <br />Committee. He has a broad <br />understanding on a national level of <br />managed lanes. <br />During his career at RBF, Mr. Haile <br />has been managing and assisting with <br />large multi-discipline projects, such as <br />the State Route 91 Corridor <br />Improvement Project, Mid County <br />Parkway, High Desert Corridor, and <br />the Orange County/ Riverside County <br />Major Investment Study. His <br />experience consisted of developing <br />geornetrics, preliminary cost estimates <br />and preparing technical reports, such <br />as Project Study Reports, Project <br />Reports, and Modified Access Reports. <br />He understands the complete planning <br />and environmental process. His <br />proactive approach to integrating the <br />enviro?unental aspects into engineering <br />have resulted in streamlining projects <br />through the process. <br />KOA CORPORATION <br />Min Zhou, P.E. <br />Traffic Impact Assessments (50%) <br />Ms. Zhou is a Principal <br />Transportation Engineer for KOA. <br />Ms. Zhou has 20 years of <br />transportation engineering and <br />planning experiences in both private <br />consultant companies and public <br />agencies.
