However, it is <br />sometimes necessary to retain outside counsel for specialized fields of <br />practice. In order to ensure an effective operation of tine Attorney's <br />Office, the department conducted a review of the currant contracts for <br />outside legal services and analyzed the existing and potential needs for <br />these services. As a result, the City Attorney recommends establishing a <br />panel of law firms to provide services in tort defense and specialized legal <br />matters. <br />The firms of Phillip Eaton and Associates, and Kinkle, Rodiger and Spriggs <br />have handled tort case assignments, which include areas such as personal <br />injury, alleged civil rights violations, and auto accidents, for the City <br />of Santa Ana for a number of years. Currently, Phillip Eaton and <br />Associates, formerly known as Silvas and Eaton, is providing defense for <br />general personal injury cases. Additionally, the firm of Kinkle, Rodiger <br />and Spriggs conducts defense for a majority of the City's police- related <br />cases, including several cases in federal court. <br />�� <br />�s <br />
