Cover Letter <br />Subject: Revised Proposal to Prepare Euvironnnental Documents for the Warner Avenue Widening Project <br />Dear Ms. Amirani: <br />We appreciated the opportunity to meet with you, Jason and Kenny last week to review our proposals for road - widening <br />projects in the City of Santa Ana. Per our discussion, we have updated the scope of work, schedule and cost estitrate to more <br />closely meet the CIty's objectives. This January 26, 2009 submittal incorporates the following changes subsequent to the <br />updates the forwarded to you on January 20, 2009: <br />• Elimination of the Public Outreach scope of work (Arellano Associates will no longer participate in this effort) <br />• Reduction of meeting and public hearing attendance. As detailed in the attached scope of work, The Planning <br />Center will participate ht up to 12 meetings (including Public Works staff meetings, IiTAC, and Redevelopment <br />Agency Meetings) and up to five publlc meetings assumed to include a Public Scoping meeting, two Planning <br />Commission Public Hearings, and two City Council Public Hearings. Subconsultant meeting attendance has <br />not been changed and is detailed In the Scope of Work. <br />• The schedule has been substantially reduced, primarily reflecting reductions in longer and multiple reviews <br />anticipated if the process included Caltrans. It is now anticipated that the environmental process, exclusive of <br />public hearings, can be completed by the end of January 2009. <br />• Hardcopy EIR production was fitrtiter reduced (from 50 copies to 25 copies), relying on electronic copies. <br />The following changes incorporated in our previous submittal remain vnlid for this updated proposal: <br />• All work associated with the NEPA process has been eliminated; <br />• Legal descriptions have been removed; <br />• Landscaping design and plan have been removed; <br />• Relocation Plan has been removed; <br />• Ground surveys have been ininhnized; <br />• Right -of -way analysis has been reduced; <br />• Project management hours have been reduced; <br />• Reimbursable hard copies have been reduced in favor of CDs; <br />• The mark -up percentage has been reduced to comply with the City requirements; <br />• A new teann member, Urbana Preservation and Planning, has been brought In to reduce the cost of the <br />cultural /historical analysis. <br />Willi the exception of Arellano Associates, the project team remains as proposed in our previous submittal. As Lead <br />Consultant, The Planning Center's Director of Environmental Services, JoAnn Hadfield, will serve as overall Director-in- <br />Charge and primary contact for [lie City. Our ht- !rouse team will be supported by: <br />+ Urbana Preservation and Planning — Archaeological /historical resources <br />• IBI Group -- design and engineering, traffic analysis, hydrology and drainage studies, landscape design <br />• VA Consulting -- field surveying, topo and utility mapping, and right -of -way trapping <br />• GeoLogic Associates— geotechnical report, site assessment and hazardous waste <br />• Cogstone -- paleontological resources <br />City of Santa Ana - Proposal to Prepare Environmental Documents for Warner Avenue Widening Project The Planning Center I Page 1 <br />
