<br /> <br /> Restructure City Council Committees <br /> January 22, 2013 <br /> Page 2 <br /> <br /> <br /> <br /> • Code of Ethics and Conduct Committee <br /> Tinajero and Amezcua <br /> • Finance, Economic Development and Technology Committee <br /> Sarmiento, Martinez, Benavides <br /> <br /> <br /> DISCUSSION <br /> <br /> At the December 17, 2012 City Council Meeting the City Council established an Ad Hoc <br /> Committee comprised of Councilmembers Martinez and Sarmiento. The Committee <br /> convened to review and identify opportunities for realignment or reassignment of functions <br /> and responsibilities of the council committees. The Ad Hoc Committee recommended the <br /> following committees that would consolidate from the previous seven to five: 1. Development <br /> and Transportation Committee; 2. Public Safety and Neighborhood Improvement <br /> Committee; 3. Parks, Recreation, Education and Youth (PREY) Committee; and Joint Santa <br /> Ana Unified School District/City Council Committee; 4. Code of Ethics and Conduct <br /> Committee; 5. Finance, Economic Development and Technology Committee. <br /> <br /> The Ad Hoc Committee further requested that the Clerk of the Council poll the mayor and <br /> councilmembers as to which committee(s) they wish to serve on. The results were tallied <br /> and are reflected in the order received as part of the recommendation. <br /> I <br /> Bylaws for all City Council Committees will be prepared by the City Attorney's Office and <br /> forthcoming for City Council approval at a subsequent meeting. <br /> <br /> Finally, the structure of the City Council Committees should be reviewed by the City Manager <br /> and the City Council periodically to ensure that the diverse issues and challenges facing the <br /> City are adequately addressed. In the past, the Council established single purpose citizen <br /> committees, such as the Charter Review Committee, to address topical issues. The review <br /> of social service programs for Community Development Block Grant funds is also an <br /> example of a task that could be performed by a citizen committee appointed on an annual <br /> basis. <br /> <br /> <br /> FISCAL IMPACT <br /> <br /> No fiscal impact associated with this action. <br /> <br /> <br /> <br /> <br /> Maria D.
