Documentation of County downstream water surface elevations <br /> <br /> <br /> Task 1.2 Identification of Existing Initial Needs Assessment <br /> RBF will prepare a qualitative assessment of the drainage constraints and conditions based upon existing data of <br /> the watershed and historical flooding problems for this area. Existing conditions and current design criteria will be <br /> evaluated to formulate initial assessment of the drainage needs. RBF will identify and summarize critical drainage <br /> related problems, including existing flood hazard zones and published floodplain and will identify existing physical <br /> or regulatory constraints based upon the baseline information researched for the watershed. <br /> Deliverables: <br /> 1. Need Assessment Memo <br /> Task 1.3 Establish Engineering Design Criteria <br /> RBF will provide preliminary engineering services to establish the design criteria for hydraulic and hydrologic <br /> design requirements prior to initiating the preliminary design process. The necessary planning criteria and <br /> standards will be established to ensure that the required level of flood protection is provided to meet the various <br /> jurisdictional agency requirements, and are in conformance with the City's criteria. This work item will include <br /> establishment of the following critical design features: <br /> ¦ Hydraulic controls <br /> ¦ Street inlet requirements <br /> ¦ Outlet requirements <br /> ¦ Local drainage system hydraulic modeling <br /> ¦ Review of master plan design assumptions <br /> ¦ Distribution of flows to the proposed storm drain and street section <br /> ¦ Critical design water surfaces (committed elevations) <br /> ¦ Allowable street flooding and storage <br /> ¦ Deficiency upgrade requirements <br /> ¦ Allowable design deviations (i.e., min. Flood protection levels) <br /> A memo summarizing the recommended design criteria and guidelines will be prepared for review. This document <br /> will serve as a reference framework to base decisions as work progresses and unique opportunities are <br /> encountered. <br /> <br /> Deliverables: <br /> 1. Design Critieria Memo <br /> Task 1.4 Field Facility Inventory <br /> RBF will perform an "above-ground" field review and inspection of the main existing storm drain facilities. This <br /> inventory will include the facilities that have been constructed since the previous storm drain masterplan (1994) <br /> and GIS mapping and the existing facilities on the index map. The investigation will provide verification of the <br /> facility information in comparison to the plan data, and augment data gaps where possible. The inspection will <br /> include limited field measurements, if possible, for depth of pipe, pipe size, and pipe condition (if visible). Field <br /> inventory information will be recorded and provided to the City for inclusion into the City database. Task excludes <br /> field survey of existing facilities constructed since 1994. <br /> Deliverables: <br /> 1.
