RESOLUTION NO. 2013- <br />Lss1 /14/13 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING THE SUBMITTAL OF AN <br />APPLICATION FOR ENVIRONMENTAL ENHANCEMENT <br />AND MITIGATION PROGRAM GRANT FUNDS TO THE <br />CALIFORNIA NATURAL RESOURCES AGENCY FOR THE <br />LINCOLN AVENUE SAFETY PATHWAY - PARK LANE TO <br />SANTIAGO PARK PROJECT <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AS FOLLOWS: <br />Section 1: The City Council of the City of Santa Ana hereby finds, <br />determines and declares as follows: <br />A. The Environmental Enhancement and Mitigation Program (EEMP) <br />was established by the Legislature of the State of California in 1989 <br />(AB 471 (Chapter 106 of the Statutes of 1989)), to provide ten <br />million dollars ($10,000,000) annually to local, state and federal <br />agencies and nonprofit entities for projects to enhance and mitigate <br />the environmental impacts of modified or new public transportation <br />facilities; and <br />B. The California Natural Resources Agency has established <br />procedures and criteria for reviewing grant proposals and <br />submitting a list of recommended projects to the California <br />Transportation Commission, from which grant recipients will be <br />selected ; and <br />C. Said procedures and criteria established by the Natural Resources <br />Agency require a resolution certifying the approval of application by <br />the City Council before submission of the application to the State; <br />and <br />D. The application contains assurances that the City of Santa Ana <br />must comply with; and <br />E. The City, if selected, will enter into an agreement with the State of <br />California to carry out the Lincoln Avenue Safety Pathway - Park <br />Lane to Santiago Park Project. <br />Section 2: The City Council of the City of Santa Ana approves the <br />submittal of an application for the Environmental Enhancement and Mitigation <br />EXHIBIT 2 <br />55A-5
