Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the attached Amendment No.1 <br />(Exhibit 1) to the Restated Agreement with The Planning Center, subject to non-substantive <br />changes approved by the City Manager and City Attorney, to provide environmental services for <br />the Warner Avenue widening from Main Street to Grand Avenue in the amount of $72,619 plus a <br />contingency of $25,000, for a total agreement not to exceed $640,966, and extend the term of the <br />agreement to June 30, 2014. <br />DISCUSSION <br />On June 2, 2008, the City Council awarded a contract to The Planning Center to provide <br />environmental services and related technical studies for work on capital projects. On February 17, <br />2009, the Public Works Agency (PWA) utilized The Planning Center under Amendment No.1 to <br />prepare preliminary engineering and environmental documents in accordance with the California <br />Environmental Quality Act (CEQA) for the Warner Avenue widening between Main Street and <br />Grand Avenue (Exhibit 2). The CEQA preparation is underway and is scheduled to be circulated <br />for public review in April 2013. <br />The City conducted several public outreach meetings to provide information and gather input from <br />the public and project stakeholders to be incorporated into the Environmental Impact Report. <br />Based on the feedback from these outreach efforts, The Planning Center needs to modify the <br />project alignment and prepare an additional analysis. To complete these revisions, the original <br />Scope of Services needs to be amended to include additional preliminary engineering and <br />environmental services in the amount of $72,619. A contingency of $25,000 will be added for a <br />total contract amount of $640,966. Additionally, the term of the agreement will be extended from <br />December 31, 2013, to June 30, 2014. <br />25B-1
