AGMT NO. 2013-014 - Authorize the City Manager and the Clerk of the City Council to execute an agreement with RBF Consulting in an amount not to exceed $384,900, subject to non-substantive changes approved by the City Manager and City Attorney. 2. Approve an appropriation adjustment.
