Award a contract to the lowest responsible bidder, Pacific Construction Company, Inc., in <br />accordance with the Base Bid totaling $186,255 for the reconstruction of El Salvador and <br />Windsor Parks walkways. <br />2. Approve the Cost Analysis, as shown in Exhibit 1, for a total estimated project delivery cost of <br />$274,860. <br />DISCUSSION <br />The concrete walkways at El Salvador and Windsor Parks have deteriorated due to weather, age, <br />and usage, and are in need of replacement. Once completed, these improvements will improve <br />access by visitors and enhance surface drainage issues which have become a problem. Exhibit 2 <br />shows the park locations in the city where improvements will be made. <br />These projects are funded with Community Development Block Grant (CDBG) funds. To be <br />eligible for CDBG funding the majority of the project area must be within a low-moderate-income <br />neighborhood. The City reviewed the census tract information to confirm that this recommended <br />service area meets the requirements. <br />A Notice Inviting Bids was advertised on January 7 and 8, 2013, and bids were opened on <br />January 29, 2013. The following is a summary of the bid invitations mailed, bids received, and bid <br />results: <br />23A-1
