Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the Community Development Agency to release a Request for Proposals to qualified <br />affordable housing developers seeking proposals for federal HOME and CDBG funded affordable <br />rental project(s). <br />DISCUSSION <br />The City annually receives federal grant funds through the HOME Investment Partnership <br />Program (HOME) and the Community Development Block Grant (CDBG) for the development of <br />affordable housing. These funds must be committed by July 31, 2013 or risk deobligation by the <br />Department of Housing and Urban Development (HUD). <br />Staff is requesting authorization to distribute a Request for Proposals (RFP) (Exhibit 1) for <br />affordable rental projects to be developed in Santa Ana. The project types that are being solicited <br />are: acquisition and rehabilitation and/or new construction. The maximum funding available for <br />federal HOME is $2.8 million and up to $1 million for CDBG. The RFP will be issued on February <br />20, 2013 with proposals due March 25, 2013. Notices of funding availability will be placed on the <br />City's website, published in a general circulation newspaper, and directly mailed to local housing <br />developers who have previously shown an interest in housing development projects. The <br />selected developer(s) will be responsible for securing such additional funds as may be <br />necessary, for securing the land and constructing the improvements, as well as be responsible <br />for lease-up and operation of the projects. <br />Following review of all proposals, the recommendations will be submitted for City Council's final <br />approval. <br />19E-1
