Initiative Petition - Accept Certificate <br />of Verification of Signatures <br />February 19, 2013 <br />Page 3 <br />ANALYSIS <br />The California Elections Code is the guideline for the City of Santa Ana's initiative process. <br />Once the petition is certified as qualified, under Elections Code § 9211, the Clerk of the <br />Council has a duty to bring the Certificate of Sufficiency to the City Council at its next <br />regularly scheduled meeting. The City Council must make a determination of how to proceed <br />within ten (10) days of notice of the certification. <br />By agendizing this item on the February 19, 2013 <br />with legal requirements to accept the Certificate of <br />required to take one of the following actions: <br />1) adopt the ordinance as submitted, <br />2) submit the initiative to the voters, or <br />3) order staff to report on any or all of the following: <br />City Council Agenda, the City complies <br />Sufficiency. Additionally, City Council is <br />a) The fiscal impact of the initiative <br />b) The internal consistency between the initiative and the City's general and specific <br />plans <br />c) Its effect on land use <br />d) Its impact on the City's ability to attract and retain business and employment <br />e) Its impact on the use of vacant parcels <br />f) Its impact on open space, traffic congestion, existing business districts, and <br />g) Any other matter the City Council requests. <br />FISCAL IMPACT <br />The cost for the signature verification of the initiative by the Orange County Registrar of <br />Voters is $1,734. The cost of including the initiative on the 2014 General Municipal Election <br />is unknown at this time, however approximate cost for all election related services during a <br />consolidated general election is approximately $150,000.
