Initiative Petition - Accept Certificate of Verification of Signatures February 19, 2013 Page 3 ANALYSIS The California Elections Code is the guideline for the City of Santa Ana's initiative process. Once the petition is certified as qualified, under Elections Code § 9211, the Clerk of the Council has a duty to bring the Certificate of Sufficiency to the City Council at its next regularly scheduled meeting. The City Council must make a determination of how to proceed within ten (10) days of notice of the certification.
