In addition, naming the street Hill Way will <br />identify the intersection on Sixth Street that is next to the Orange County Jail entrance. A non- <br />profit organization that sends volunteers to assist individuals released from jail and individuals <br />released from the County Jail can make reference to this intersection to meet and/or for pick up. <br />Pursuant to Sections 33-5 through 33-8 of the Santa Ana Municipal Code (SAMC), the Planning <br />Commission is the decision making body for the naming of public streets, subject to confirmation <br />by the City Council. Further, the policy guidelines in the SAMC pertaining to the naming of public <br />streets state that streets may be named if the name serves to recognize a person who made a <br />distinct, significant contribution to the well-being of the City. <br />The proposed Hill Way is directly west of Santa Ana Stadium and will assist in identifying several <br />major structures in the area. Further, since no buildings are addressed along this street segment, <br />no properties will require a change of address. Finally, this request has been reviewed by both the <br />Orange County Fire Authority and Santa Ana Police Department. Neither of these agencies have <br />a concern with the proposed naming as it will not have any adverse affect on their ability to provide <br />emergency response services. <br />Approval of the new street name will benefit the community by assisting in reducing confusion to <br />the public as well as recognize an individual that made a significant contribution to the youth of <br />Santa Ana. As a result, staff recommends that the Planning Commission approve Street Naming <br />No. 2012-01. <br />CEQA Compliance <br />In accordance with the California Environmental Quality Act, the recommended action is exempt <br />from further review pursuant to the general rule exemption of Section 15061(b)(3). This general rule <br />exemption is allowed provided it can be determined with certainty that the proposed project will not <br />have a significant effect on the environment.
