Set Public Hearing For_ <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CONTINUED TO <br />FILE NUMBER <br />Direct and authorize the Mayor and the Clerk of the Council to execute the attached agreement <br />appointing Kevin O'Rourke as the Interim City Manager for the City of Santa Ana. <br />DISCUSSION <br />The City Charter Section 500 authorizes the City Council to appoint a City Manager. The City <br />Manager is the chief administrative officer of the City who, under the direction of the City Council, <br />is responsible for the proper administration of all affairs of the City. <br />Mr. O'Rourke has served in local government for more than 33 years. He has served as the City <br />Manager for the cities of Stanton, Buena Park and Fairfield and as Interim City Manager for the <br />cities of Stockton and Woodland. He is a past member of Board of Directors, League of <br />California Cities; Past President of the League of California Cities City Managers Department; <br />Past International City County Management Association (ICMA) Vice President, West Coast <br />Region, ICMA Executive Board; Past Chair, Governmental Affairs Policy Committee (GAPC), <br />ICMA; Board Member, California City Management Foundation (CCMF); Board Member, <br />California Local Government Management Collaborative (Cal-ICMA) and Past Chair, <br />International Committee, City Managers Department. Mr. O'Rourke received his undergraduate <br />degree from LaSalle University. He participated in two masters programs. The first was the <br />Master's of Divinity at the Washington Theological Coalition. The second was the Masters of <br />Public Administration at the center for Public Policy, Cal State Long Beach. He is fluent in <br />Spanish. <br />The proposed Employment Agreement, a copy of which is attached as Exhibit A, is the <br />agreement staff is recommending the Council approve to appoint Mr. O'Rourke as Interim City <br />Manager. The agreement will remain in place until such time as a permanent City Manager is <br />25E-1
