COOPERATIVE AGREEMENT NO. C-2-2030 <br />ATTACHMENT A <br />SCOPE OF WORK <br />Edinger Avenue Corridor <br />TRAFFIC SIGNAL SYNCHRONIZATION PROJECT <br />The Orange County Transportation Authority (Authority or OCTA) desires to provide the <br />components necessary to improve and enhance signal timing and synchronization <br />services and operations for all signalized intersections on the Edinger Avenue Corridor <br />Traffic Signal Synchronization Project (PROJECT). <br />This approximately twelve (12) mile stretch of PROJECT includes thirty-eight (38) <br />signalized intersections and includes four (4) Orange County agencies (AGENCY or <br />AGENCIES). The street was proposed for synchronization by the City of Santa Ana as <br />part of the 2012 Project P corridors from Renewed Measure M (M2). The term <br />PARTIES shall refer to all participating AGENCIES and OCTA <br />The PROJECT passes through the cities of Santa Ana, Fountain Valley, Huntington <br />Beach, and Westminster. Signals along the corridor are controlled by these <br />AGENCIES. The AGENCIES along the corridor utilize several different types of <br />controllers, including Type 170 C8, Type 2070, NEMA TS - 1, 2 by Econolite, and other <br />manufacturer's each with their own respective firmware or operating systems and <br />characteristics. <br />The main goals and objective of this project is to: <br />• Perform an operations and timing analysis to develop and implement optimized <br />traffic signal synchronization timing, including the development and <br />implementation of timing plans at all signalized intersections; <br />• Determine and make recommendations for all traffic signal equipment and <br />infrastructure related solely to improve and/or enhance synchronization; and <br />• Upon approval by the owning AGENCY and OCTA, procure, furnish and install <br />all approved infrastructure improvements for PROJECT. <br />The implementation of the new optimized timing and infrastructure improvements will: <br />• Provide signal synchronization timing for prevailing traffic patterns <br />• Maximize the number of intersections traversed on a green indication vs. those <br />stop by a red indication <br />• Reduce stops, decrease travel times, and reduce overall delay, <br />• Reduce emissions and Green House Gases (GHG); and <br />• Provide a continuing foundation for interjurisdictional cooperation in coordination <br />of interactive but autonomous local AGENCY traffic signal systems. <br />The following specific tasks are required to be performed in the course of providing <br />service for the traffic signal coordination project. Tasks are listed in sequential order for <br />clarity. However, some tasks may run concurrently or commence prior to the order <br />listed. <br />
