C-2-1992 <br />2 BY AND BETWEEN <br />3 ORANGE COUNTY TRANSPORTATION AUTHORITY <br />4 AND <br />5 THE CITIES OF SANTA ANA, TUSTIN, AND WESTMINSTER <br />6 AND <br />7 THE COUNTY OF ORANGE <br />8 FOR <br />9 IMPLEMENTATION OF <br />10 THE BOLSA AVENUE/FIRST STREET TRAFFIC SIGNAL SYNCHRONIZATION PROJECT <br />11 FUNDED AS PART OF THE MEASURE M2 REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION <br />12 PROGRAM (PROJECT P) <br />13 THIS AGREEMENT, is effective this / day of I , 2013 by and between the <br />14 Orange County Transportation Authority, 550 South Main Street, P.O. Box 14184, Orange, California <br />15 92863-1584, a public corporation of the State of California (hereinafter referred to as "AUTHORITY"), <br />16 and the Cities of Santa Ana, Tustin, Westminster, and the County of Orange (hereinafter referred to as <br />17 the "PARTICIPATING AGENCIES"), <br />18 WHEREAS, the AUTHORITY in cooperation with the PARTICIPATING AGENCIES are <br />19 working together in coordinating traffic signals across multiple jurisdictional boundaries as a part of the <br />20 Renewed Measure M (M2) Regional Traffic Signal Synchronization Program Project P (Project P) to <br />21 enhance countywide traffic flow and reduce congestion; and <br />22 WHEREAS, the AUTHORITY has completed the competitive 2012 Call for Projects (hereinafter, <br />23 "2012 CALL") in support of Project P and awarded Project P funds based on the application <br />24 (hereinafter, "APPLICATION") prepared by the City of Santa Ana (hereinafter referred to as the <br />25 "APPLICANT AGENCY") for implementation of signal synchronization of traffic signals along Bolsa <br />26 Avenue/First Street (hereinafter, "PROJECT'); and <br />Page 1 of 15 <br />
