ATTACHMENT A 2012 -DJ -BX -0057 <br />City: Huntington Beach <br />The City of Huntington Beach Police Department, Huntington Beach, California proposes to use <br />the 2012 Justice Assistance Grant funding as follows: <br />Purpose Areas: <br />Planning, evaluation, and technology improvement <br />Program Narrative: <br />Outline the Proposed program activities — <br />1) The police department will create a computer training lab for employees within the police department. <br />2) The department will purchase a scanner to allow reports for felony in custody arrests to be filed <br />electronically with the courts. <br />3) The department will purchase dictation software for employees to create and edit law enforcement <br />related reports and documents. <br />Provide a brief Analysis of the need for the programs — <br />1) Computer technology and software improvements require ongoing training to keep employees <br />competent in their use. <br />2) Orange County Superior Court is going to require felony court packages to be filed electronically. <br />The detective bureau currently does not have a scanner to scan the paper reports. <br />3) Employees who can dictate and edit their reports with software will reduce their report writing time to <br />allow them to spend more time in proactive law enforcement duties. <br />Goals of the proiect: <br />1) To improve police department employees competency and skill level using computers and software <br />for law enforcement purposes. <br />2) To comply with the new requirements of the courts requiring the court packages to be filed <br />electronically. <br />3) To provide dictation software to police department employees for creating and editing police reports <br />and law enforcement related documents. <br />Strategies to be used for proiect: <br />1) Create a training lab with 13 work stations (12 students and one instructor) to provide a classroom <br />styled learning environment. <br />2) Purchasing a scanner to allow detectives to create the electronic court packages as required by the <br />court. <br />3) Purchase and use dictation software for law enforcement reports to allow them to complete <br />thorough reports in a timely manner allowing them to go back into patrol service in less time. <br />Project identifiers: See JAG Identifiers (attached) <br />Computer software/hardware <br />Court Delay Reduction <br />Computer software/hardware <br />2012 -DJ -BX -2532 Page 16 of 30 <br />
