Existing School Safety Certification <br />i. Compatible Existing and Proposed Surrounding Land Uses <br />(1) Regulation <br />Existing or proposed zoning of the surrounding properties shall be compatible with <br />schools in that it would not pose a potential health or safety risk to students or staff in accordance <br />with Education Code Section 17213 and Government Code Section 65402 and available studies <br />of traffic surrounding the site. <br />(2) Consistency Analysis <br />The City's General Plan Land Use Plan Map (updated March 2012) designates the school <br />sites as "INS" (Institutional) and are zoned Open Space (O). The school sites are surrounded by <br />low-density residential uses (LR-7 in the General Plan) on all sides, which are zoned R3 to the <br />north, R1 to the south, RI and R2 to the east, and R1 and R3 to the west. The project proposes <br />removing/relocating two existing portable classrooms and constructing a community center and <br />public park within the existing playground/sports field portion of the schools' campuses. The <br />proposed park would be consistent with the existing school-related playground/sports field uses <br />currently occupying the site, and therefore would be considered compatible with the existing <br />surrounding land uses. <br />j. Exposure to adverse light, noise, and air pollution <br />(1) Regulation <br />The District shall consider environmental factors of light, noise, aesthetics, and air <br />pollution in its site selection process. <br />(2) Consistency Analysis <br />(i) Light <br />The project would remove or relocate two existing portable classrooms from the <br />Roosevelt Elementary School campus and would construct a community center, public park, and <br />various associated structures and improvements within the playground/sports field portions of <br />both school campuses. As such, the project may result in a greater amount of interior and <br />exterior building lighting. However, the improvements would be confined to SAUSD property <br />and the lighting would be implemented in a manner consistent with applicable City standards to <br />minimize light spillage on adjacent properties. There are no daytime sources of lighting or glare <br />that would impact school operations.
