Existing School Safety Certification <br />Refer to Exhibit 1, Roosevelt Joint Use Site Concept Plan, below, for an illustration of the <br />proposed park and associated facilities. <br />2. SITE DESCRIPTION <br />Roosevelt Elementary School currently accommodates 878 students and is located at 501 <br />Halladay Street within the central-eastern portion of the City of Santa Ana.' Walker Elementary <br />School currently accommodates 582 students and is located at 811 East Bishop Street <br />immediately south of and adjacent to Roosevelt Elementary.' The schools are bordered on the <br />north by E. Chestnut Avenue and multi-family residential uses, on the east by S. Standard <br />Avenue and single-family residential uses, on the south by E. Bishop Street and single-family <br />residential uses, and on the west by S. Halladay Street and single-family residential uses. The <br />affected portion of the school campuses is characterized by existing turf fields and two portable <br />classroom buildings, which would be relocated as part of the project. <br />3. ANALYSIS <br />For local educational agencies (LEAs) constructing additional buildings or replacing <br />existing buildings on an existing school site, the LEA must certify the review of the following <br />California Code of Regulations (CCR), Title 5, Section 14010 standards for the school <br />construction/replacement project and confirm that the project would not create any new <br />significant safety hazards or exacerbate any existing safety hazards to students. The following <br />analysis indicates the requirements per CCR Title 5 and the project's consistency with the <br />requirements. <br />a.
