Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Adopt resolution authorizing staff to submit a 2013 Caltrans grant application for Federal Transit <br />Administration (FTA) Section 5310 Elderly & Disabled Specialized Transit funding and <br />designating the Facilities-Fleet Maintenance-Central Stores (FMCS) Manager as City's signatory <br />for said grant. <br />DISCUSSION <br />Parks, Recreation and Community Services Agency (PRCSA) operates the City's specialized <br />transit program for elderly & disabled persons using two surplus gasoline-fueled transit buses the <br />Orange County Transportation Authority (OCTA) donated to the City. Said transit buses are <br />maintained by the Finance Department's FMCS Division. <br />Staff requests authority to apply for Caltrans FTA Section 5310 grant funds for the purchase of <br />two new specialized transit buses to replace the surplus transit buses from OCTA. Staff also <br />requests the designation of the FMCS Manager as the official City signatory for the submission, <br />execution, and implementation of said grant. <br />The new buses cost $130,000 each or a total of $260,000 for two buses. The grant requires the <br />City to purchase the buses with City funds after which the grant will reimburse the City an amount <br />equal to the total acquisition cost less City match funds of 11.47% or $29,822. City match funds <br />will come from FMCS Equipment Replacement Fund 75. The anticipated grant amount is <br />$230,178. <br />In line with the FMCS 5-Year Alternative Energy Strategic Plan to move the City's Fleet <br />operations from conventional fuel (diesel and gasoline) to alternative energy, the gasoline-fueled <br />surplus buses will be replaced by new buses fueled by Compressed Natural Gas (CNG). This will <br />generate fuel cost savings as CNG costs less than gasoline at $1.85 versus $3.85 respectively. <br />55A-1
