Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Approve an Appropriation Adjustment recognizing additional FY 2010 Urban Area Security <br />Initiative funds in the amount of $300,000 in revenue account (no. 12514002-52001) and <br />appropriate same in FY 2010 Urban Areas Security Initiative Program Grant expenditure <br />accounts (no. 12514491-various). These projects include the Civic Center video surveillance <br />system, purchasing additional radiation/nuclear detection devises, and purchasing additional <br />connex boxes to store training equipment and supplies. <br />DISCUSSION <br />The United States Department of Homeland Security has developed the Urban Areas Security <br />Initiative (UASI) funding program. UASI provides to local emergency first responders to enhance <br />security and overall preparedness to prevent, respond to, and recover from acts of terrorism. The <br />grant specifically provides funding for anti-terrorism equipment, planning, training, exercises and <br />technical assistance. The City of Santa Ana Police Department currently works with the City of <br />Anaheim, the County of Orange and the cities within the Anaheim/Santa Ana Urban Area to <br />determine current capabilities and needs, and have established goals and objectives for the <br />Anaheim/Santa Ana Urban Area. <br />In FY 2006 the United States Department of Homeland Security combined the Anaheim UASI <br />and the Santa Ana UASI into a single Urban Area. The City of Santa Ana now shares grant <br />administrative responsibilities with the City of Anaheim, annually alternating the function of lead <br />administrative agency. The City of Anaheim is the lead agency for FY 2010 funding and is <br />therefore the UASI Grantee, with the City of Santa Ana designated as the sub-grantee through <br />Anaheim. For this grant period, Santa Ana has agreed to take on additional projects totaling <br />$300,000 that were not included in the original award from Anaheim. These projects include the <br />Civic Center video surveillance system, purchasing additional radiation/nuclear detection devises, <br />and purchasing additional connex boxes to store training equipment and supplies. <br />20A-1
