Medical Marijuana Initiative <br />March 18, 2013 <br />Page 2 <br />BACKGROUND <br />On February 19, 2013, the City Council received the Certificate of Sufficiency indicating the <br />proponents of the Santa Ana Medical Cannabis Restriction and Limitation Initiative had obtained <br />enough valid signatures to have the Initiative submitted to the voters at the next general election. <br />At that meeting, Council directed staff to prepare a report pursuant to Election Code Section <br />9212, regarding the impacts of the initiative, and to report back to Council at the March 18, 2013 <br />Council meeting. <br />This report includes analysis of the initiative's impact in the following areas: <br />1. The initiative's effect on land uses, <br />2. The initiative's impact on public health and safety, <br />3. The initiative's fiscal impacts, and <br />4. A legal analysis of the initiative. <br />The attached report provides information to assist the Council in making a decision to adopt the <br />Initiative as submitted or to submit the initiative to the voters at the next general election. <br />The Elections Code requires that the report be considered by Council within 30 days of Council's <br />acceptance of the Certificate of Sufficiency. <br />FISCAL IMPACT <br />The exact cost of including the initiative on the 2014 General Municipal Election is unknown at <br />this time, but the Registrar of Voters has indicated the approximate cost to the City is $150,000. <br />ayy .
