RESOLUTION NO. 2013-013 <br />Iss3/11/13 <br />A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA APPROVING AN <br />APPLICATION FOR PROJECT FUNDING UNDER <br />THE ENVIRONMENTAL JUSTICE PROGRAM <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA <br />ANA AS FOLLOWS: <br />Section 1: The City Council of the City of Santa Ana hereby finds, <br />determines and declares as follows: <br />A. The State of California Department of Transportation (CalTrans) has <br />issued a call for projects through the Environmental Justice (EJ) Program, <br />providing funding for projects which promote community involvement in <br />transportation planning to improve mobility, accessibility, safety and opportunities <br />for affordable housing and economic development; and <br />B. Environmental Justice funding would allow the City of Santa Ana to <br />evaluate five corridors to identify complete streets elements which could be <br />incorporated into those corridors and, utilizing the information obtained through <br />the evaluation, prepare a complete streets design guidelines document; and <br />C. If awarded EJ Program funding, the City would comply with all grant <br />assurances, including a ten percent (10%) local match requirement. <br />Section 2: The City Council of the City of Santa Ana authorizes the <br />submittal of an application for Environmental Justice funding for the preparation <br />of a complete streets design guidelines document following an evaluation of the <br />following corridors to identify elements of complete streets which could be <br />incorporated into those corridors: <br />5th Street from Harbor Blvd to Sullivan Street <br />St Andrews Place from Bristol Street to Main Street <br />Raitt Street from 1St Street to McFadden Avenue <br />Bishop Street from Broadway to Standard Avenue <br />Orange Street from Warner Avenue to First Street. <br />Section 3: The City Council of the City of Santa Ana authorizes the <br />Executive Director of the Public Works Agency, or his designee, as the agent of <br />the City of Santa Ana, to conduct all negotiations, execute and submit all <br />documents, including, but not limited to, applications, agreements, amendments, <br />Resolution No. 2013-013 <br />Page 1 of 2
