SAHA must monitor compliance with labor <br />standards. <br />Equal Opportunity [24 CFR 983.154(c)] <br />The owner must comply with Section 3 of the Housing and Urban Development Act of 1968 and <br />the implementing regulations at 24 CFR part 13 5 . The owner must also comply with federal <br />equal employment opportunity requirements. <br />Owner Disclosure [24 CFR 983.154(d) and (e)] <br />The Agreement and HAP contract must include a certification by the owner that the owner and <br />other project principals are not on the U.S. General Services Administration list of parties <br />excluded from federal procurement and non-procurement programs. <br />The owner must also disclose any possible conflict of interest that would be a violation of the <br />Agreement, the HAP contract, or HUD regulations. <br />17-IV.D. COMPLETION OF HOUSING <br />The Agreement must specify the deadlines for completion of the housing, and the owner must <br />develop and complete the housing in accordance with these deadlines. The Agreement must also <br />specify the deadline for submission by the owner of the required evidence of completion. <br />Evidence of Completion [24 CFR 983.155(b)] <br />At a minimum, the owner must submit the following evidence of completion to SARA in the <br />form and manner required by SARA: <br />Owner certification that the work has been completed in accordance with HQS and all <br />requirements of the Agreement; and <br />Owner certification that the owner has complied with labor standards and equal opportunity <br />requirements in development of the housing. <br />At SAHA's discretion, the Agreement may specify additional documentation that must be <br />submitted by the owner as evidence of housing completion. <br />SARA will determine the need for the owner to submit additional documentation as evidence of <br />housing completion on acase-by-case basis depending on the nature of the PBV project. SARA <br />will specify any additional documentation requirements in the Agreement to enter into HAP <br />contract. <br />SAHA Acceptance of Completed Units [24 CFR 983.156] <br />Upon notice from the owner that the housing is completed, SAHA will inspect to determine if <br />the housing has been completed in accordance with the Agreement, including compliance with <br />HQS and any additional requirements imposed under the Agreement. SAHA will also determine <br />if the owner has submitted all required evidence of completion. <br />If the work has not been completed in accordance with the Agreement, SARA will not enter into <br />the HAP contract. <br />If SARA determines the work has been completed in accordance with the Agreement and that <br />the owner has submitted all required evidence of completion, SAHA will submit the HAP <br />contract for execution by the owner and must then execute the HAP contract. <br />o~ro2~12 Page 17-13 <br />
