Approve the proposed FY 2013-2014 Emergency Solutions Grant Program. <br /> <br /> 2. Approve the proposed contingency plan for the Fiscal Year 2013-2014 Emergency <br /> Solutions Grant Program. <br /> <br /> <br /> 3. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the <br /> Council to execute agreements with non-profit agencies and/or sub-recipients awarded <br /> funds as part of the approved program, subject to non-substantive changes approved by <br /> the City Manager and City Attorney. <br /> <br /> COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br /> <br /> At its regular meeting on March 19, 2013, by a vote of 7:0 the Community Redevelopment and <br /> Housing Commission recommended that the City Council: 1) approve the proposed FY 2013-2014 <br /> Emergency Solutions Grant Program, 2) approve the proposed contingency plan for the Fiscal <br /> Year 2013-2014 Emergency Solutions Grant Program, 3) Direct the City Attorney to prepare and <br /> authorize the City Manager and the Clerk of the Council to execute agreements with non-profit <br /> agencies and/or sub-recipients awarded funds as part of the approved program, subject to non- <br /> substantive changes approved by the City Manager and City Attorney. <br /> <br /> DISCUSSION <br /> <br /> The Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH <br /> Act), enacted into law on May 20, 2009, consolidates three of the separate homeless assistance <br /> programs administered by HUD under the McKinney-Vento Homeless Assistance Act into a single <br /> grant program, and revises the Emergency Shelter Grants program and renames it as the <br /> Emergency Solutions Grants (ESG) program. <br /> <br /> <br /> <br /> 25B-1 <br />
