d. Facilities Improvement Plan: <br />i. Identify and describe improvements to be made, if any, at the parking facilities <br />(paint, signage, minor repairs, etc.) <br />ii. A timeline for the proposed improvements. <br />e.General Improvements/Recommendation Plan <br />i. Describe any improvements your company would propose to improve the facilities <br />overall, both physical and operational. <br />4. Labor Relations: Provide a response to the following questions: <br />a. Characterize your company's labor relations program and union representation. <br />i. Are the employees who will be staffing City facilities currently represented by a <br />recognized labor union or governed by a collective bargaining agreement? <br />ii. Which union or association is recognized? <br />iii. If there is a collective bargaining agreement, when is it scheduled to expire? <br />b. In the past 3 years, has the company been involved in any labor representation or <br />collective bargaining disputes with one or more labor organizations? <br />i. If so, further explain. <br />ii. Would any of those have an impact on the company's ability to carry out the City's <br />work if awarded the contract? <br />c.ln the past 3 years, has the company been involved in any labor representation or <br />collective bargaining disputes with one or more labor organizations? <br />5. Human Resources: Provide a response to the following questions: <br />a.Describe your employee recruitment program (methods & process). <br />b. Describe your pre-employment personality testing used in recruiting, if any. <br />c.What has been the employee turnover experience for your personnel? <br />d.What are the three major reasons for turnover? <br />e. How many contract personnel, full time and part time, do you employ? <br />f. Employment Policies: <br />i. What are your pre -hire screening and testing procedures? <br />ii. Do you provide random drug test before and after hiring? <br />iii. What are your hiring and termination policies? <br />iv. What role do you see the City playing in the hiring and termination procedures? <br />6. Training Policies: Describe what company training programs you provide, the frequency of when <br />trainings are offered, the number of training hours provided to each employee, etc. <br />7. Staffing Policies: Provide responses to the following questions: <br />a.Will you recruit personnel for this contract differently from other standard parking <br />contracts? If so, how and why? What specific recruitment methods will be used? <br />b.With other parking companies advertising for employment opportunities, what will you do <br />to meet the city's needs? <br />c. List the wage rates and billing rates by type of position for each of the type of services to <br />be provided. Response must include the following: <br />i. Suggested beginning hourly wage for each position. <br />ii. A detailed description of all fringe benefits offered to employees. <br />iii. A detailed description of any employee incentive programs offered by the <br />company that rewards/encourages employee safety, productivity, excellent <br />customer service. <br />8.
