Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Authorize the City Manager and Clerk of the Council to execute an agreement With Norman <br />Knispel, subject to non-substantive changes approved by the City Manager and City Attorney, to <br />provide administrative hearing services, in an amount not to exceed $20,000. <br />DISCUSSION <br />The Santa Ana Police Department issues administrative citations in lieu of criminal citations for <br />certain municipal code violations. Pursuant to Santa Ana Municipal Code 1-21.8 (Appeal of the <br />administrative citation); those citizens receiving an administrative citation have a right to an <br />administrative hearing. <br />The City of Santa Ana has an existing agreement with Norman Knispel (No. N-2011-051) and he <br />has been conducting these hearings for the police department since May 1St, 2011.
