HRCA No. 2012-03 <br />HRC No. 201203 <br />October ~l, 2012 <br />Page 2 <br />Analysis of the issues <br />The structure identified meets the minimum selection criteria for inclusion on the Santa Ana Register <br />of Historical Properties pursuant to criteria contained in Section 30-2 of the Santa Ana Municipal <br />Code. The first criterion for selection requires that structures be 50 or more years old. As detailed <br />in the following property descriptions, the structure proposed for placement on the Register meets <br />the minimum age criterion (Exhibit 2). The analysis further indicates the criteria the property meets <br />for consideration of historic designation. The Santa Ana Municipal Code requires that each historic <br />property be categorized as Contributive, Key, or Landmark. in order to be eligible for the Key <br />category, the property must meet one of the following criteria: <br />a. The building, structure, object or site has a distinctive architectural style and quality; or <br />b, The building, structure, object or site is characteristic of a significant period in the history of <br />the city; or <br />c. The building, structure, object or site is associated with a significant person or event in the <br />city. <br />In this case, the building has a very unique and distinctive architectural style and quality and <br />therefore, meets the criteria to be classified as Key. No known code violations exist at this property. <br />2453 North Riverside Drive -Walker House (HRCAIHRC No. 2012-03). The Walker House has <br />distinctive architectural features of the Spanish Colonial Revival style, and was built in 1931. The <br />first owners were Henry and Louise Walker. Mr. Walker owned Walker Liquor Store in Santa Ana. <br />The residence was later owned by David and Cath Howell, both attorneys in the community. The <br />house has been categorized as "Key" because it "has a distinctive and unique style of architecture." <br />Character-defining exterior features of the Walker House that should be preserved include, but may <br />not be limited to, materials and finishes (stucco, wood, wrought iron and red tiles); asymmetrical <br />treatment of elements on the facade; roof configuration and detailing; original windows and doors <br />where extant; stepped chimney; architecture{ details such as the door surrounds and shutters. <br />Other distinctive and character defining features include a porthole window above the front door with <br />wrought iron ornamentation. <br />Public Notification <br />The subject site is located within the Floral Park neighborhood, The president of this Neighborhood <br />Association was notified by mail 10 days prior to this public hearing. No areas of concern were <br />identified by the Neighborhood Association president, nor was there a request that the applicant <br />present the project to a meeting of their members. <br />
