Funding eligibility <br />for CDBG grants requires the majority of the project area to be located within a low/moderate- <br />income neighborhood. City staff reviewed the census tract information and confirmed that the <br />recommended service areas meet the requirements. <br />The Notice Inviting Bids was advertised on February 15 & 16, 2013, and bids were opened on <br />March 7, 2013. The lowest responsive bid was submitted by Hondo Company, Inc., for $554,306. <br />ENVIRONMENTAL IMPACT <br />In accordance with the California Environmental Quality Act, the recommended actions are exempt <br />from further review. Categorical Exemptions Environmental Reviews Nos. 2013-16 (Madison <br />Park), 2013-18 (Mabury Park), and 2013-19 (Garfield Community Center Overflow Parking Lot) <br />were filed for these projects. In addition, a Certification of Categorical Exemption and a Statutory <br />Worksheet have been prepared in accordance with the National Environmental Policy Act. <br />23B-2
