Approve the 2013-2014 Consolidated Plan Annual Update and authorize the submittal to the <br />U.S. Department of Housing and Urban Development; <br />2. Approve the Substantial Amendment to the 2010/11-2014/15 Consolidated Plan and <br />authorize its submittal to the U. S. Department of Housing and Urban Development; and <br />3. Approve the Substantial Amendment to the 2012-2013 Action Plan and authorize its <br />submittal to the U. S. Department of Housing and Urban Development. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />At its regular meeting on April 16, 2013, by a vote of 7:0 the Community Redevelopment and <br />Housing Commission approved the recommended actions. <br />DISCUSSION <br />Each year the City of Santa Ana receives funding from various formula grant allocation programs <br />administered by the U. S. Department of Housing and Urban Development (HUD). These funds <br />provide for affordable and supportive housing, community development programs, public services <br />and economic opportunities. The programs include the Community Development Block Grant <br />(CDBG), the HOME Investment Partnership Grant (HOME), the Emergency Solutions Grant <br />(ESG), and the Housing Opportunities for Persons with AIDS (HOPWA) Grant. HOPWA funds <br />have been provided to the City of Santa Ana since the inception of the program for use <br />throughout the county to provide resources, supportive services and incentives for long-term <br />comprehensive strategies to meet the housing needs for persons with HIV/AIDS. <br />During fiscal year 2013-2014, the City anticipates receiving the approximate following allocations: <br />29A-1
