Approve the 2013-2014 Consolidated Plan Annual Update and authorize the submittal to the U.S. Department of Housing and Urban Development; 2. Approve the Substantial Amendment to the 2010/11-2014/15 Consolidated Plan and authorize its submittal to the U. S. Department of Housing and Urban Development; and 3. Approve the Substantial Amendment to the 2012-2013 Action Plan and authorize its submittal to the U. S. Department of Housing and Urban Development. COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION At its regular meeting on April 16, 2013, by a vote of 7:0 the Community Redevelopment and Housing Commission approved the recommended actions. DISCUSSION Each year the City of Santa Ana receives funding from various formula grant allocation programs administered by the U. S. Department of Housing and Urban Development (HUD). These funds provide for affordable and supportive housing, community development programs, public services and economic opportunities. The programs include the Community Development Block Grant (CDBG), the HOME Investment Partnership Grant (HOME), the Emergency Solutions Grant (ESG), and the Housing Opportunities for Persons with AIDS (HOPWA) Grant. HOPWA funds have been provided to the City of Santa Ana since the inception of the program for use throughout the county to provide resources, supportive services and incentives for long-term comprehensive strategies to meet the housing needs for persons with HIV/AIDS.
