2010/11-2014-15 CITY OF SANTA ANA CONSOLIDATED PLAN 2013/14 <br />I ACTION PLAN <br />housing units for persons leaving homeless programs. Some of these units have been <br />targeted for special need populations such as the disabled, youth, and individuals living with <br />HIV/AIDS. During the 2013-2014 Program Year, the Housing Authority will reserve ten <br />vouchers to assist households graduating out of a transitional housing program. <br />The City has also allocated ESG resources <br />to fund five service providers, which will place an estimated 53 homeless individuals in <br />permanent housing via rapid re-housing programs. The City will encourage service <br />providers to make every effort to minimize the amount of time an individual/household <br />remain homeless, provide access to affordable housing, and to minimize recidivism. <br />SPECIAL NEEDS OF PERSONS NOT HOMELESS BUT IN NEED OF SUPPORTIVE HOUSING <br />Santa Ana will continue to provide federal resources to meet the needs of persons with <br />special needs (e.g., elderly, victims of domestic violence, persons with disabilities, persons <br />living with HIV/AIDS). Various programs will be undertaken during the 2013-2014 Program <br />Year including housing rehabilitation (which may include installation of items such as ramps, <br />grab bars, wider doors, etc.), to improve mobility for persons with disabilities, and public <br />services.
